Mr. Emmanuel Mensah is the first substantive Procurement Officer of the Cape Coast Technical University and the current Director of Procurement. He holds a Higher National Diploma (HND) in Purchasing and Supply Chain Management from the Takoradi Polytechnic, a first degree in Business Management Studies from the University of Cape Coast, a Bachelor of Technology degree in Procurement and Supply Chain Management from Takoradi Technical University, a Master of Science (MSc) degree in Supply Chain Management from the Coventry University, UK and a member of the Chartered Institute of Supply Chain Management (MCISCM).

Mr. Emanuel Mensah is a member of the Entity Tender Committee of Cape Coast Technical University and OLA College of Education. On the recommendation from the Public Procurement Authority (PPA), he helped some public institutions within Cape Coast and its environs to review their procurement system and practices and developed improved ones under his mentorship. Among the public institutions that benefitted from such mentorship were OLA College of Education (Cape Coast), Wesley Girls High School (Cape Coast), Adisadel College (Cape Coast), Central Regional Development Commission (CEDECOM), Cape Coast, Nurses & Midwifery College (Cape Coast) and Komenda College of Education (Komenda).

Mr. Emmanuel Mensah has three Academic Research Work one academic publication.
